THE SPY
seems my mom's new neighbor is some type of spy or something. shes getting to be a real pest, she stops car and whips out a cam and takes pics of the tags on cars and friends that come by and so on. then to top it off her son's a cop in a different county. i told him to call the local fuzz and file a complaint. what to do? inquiring minds needed

well I told my brother that,word of mouth say shes going to get kicked out of the trailer condos.i don't know what her story is a retired cop or da or something. had one once when camping , just cant leave the badge at home.

Legally, I don't know what you can do but I would not hesitate to grab a camera, walk right up to her while she is doing her "spy gig" and take a few photos of her, have a pen and paper with you and write down her license plate number (or take photos of that too)and politely but point blank ask her what her full name is, what is she doing and why is she bothering your mother.
I really feel that your mother should not have to live with curtains drawn and blinds down in fear of losing her privacy within her own home because of some random idiot so in that respect I see no harm in talking to the local police about this nuisance.

Yep...start a file just in case.The general public does not have the right to invade someones privacy, a warrant needs to be executed from a judges bench, and needs to be enforced by appropriate officials that are trained and ,legally bound to enforce them.

I don't know about there, but here they need to be bonded and registered, or at least be in the company of a person from that organization, a police and record check is done, and their legal powers are the same as a regular person.

I dunno much about it, there are different programs. After Dad retired he did security work and helped out with the Sherriff's Department where he trained a local Neighborhood watch team, he often talked about what a hindrance they were, a few of them would sit with an ear to the scanner and if there was a call of any kind they would run in "to help" and he would have to deal with the call and try to convince the NW person to just go home they weren't needed, they were just getting in the way.

It is legal to take pictures of anything outside. If it crosses the line to HARASSMENT then that is a different story.They can not take pictures through your windows but if the shades are open good luck trying to keep them from doing it.I would report it to the police so if it escalates you have a file started as Syb pointed out. Chazzy has a point as well. Many people think they are detectives that are on a Neighborhood watch. There are also paranoid people that want a record of everyone who lives in their neighborhood "IN CASE SOMETHING HAPPENS". There could also be someone who is being watched in the neighborhood. I have had detectives follow me to make sure I am really "Disabled". It could be something like that but they are normally more discrete.
So my advice it basically to follow the advice of Chazzy and Syb.Take pictures yourself and report it to the police so you are covered. Try to get pictures of her taking pictures and her car plate as well.Always have a current newspaper in the photo if able. That proves the date because the headlines are something that can be checked if the person claims it was taken a different time for example. So if she is ordered to stop and you have proof she is still doing it the news paper in the shot can help in court.
