Ok, i'll buy that for the dog in the future, but the one back in our time won't feel it today cause it didn't happen till tomorrow - right?

He won't be in our time, if he was he wouldn't have gone at all and the tail would not be bitten.

Yes, the dog from the present no longer exists in the present once he has moved into the future, however were he to go to the past, he would again exist in the present providing he wasn't killed in the past, and indeed if he went into the past and bit his tail, he would have the scar in the future which is the present.
