The CALM act
The act recently passed to reduce TV commercial/ad volume.
Have you noticed any difference yet?
Our main TV is a fairly new one that came with AVL (automatic volume leveler)but I do notice a difference on our older set.

This is bullshit. They already had something on the books but it was not enforced. Besides most if not all newer TV's have a filter to keep the level even.Most people just don't bother to set it right.

You know what really gets my goat? The volume control on my laptop! Why does the volume have to go up on the commercials with headphones. I've already broken two pair ripping them off of my head when they scream me about yeast infections!!!...

All the laws in the world don't do a thing if they are noy enforced. That law about volume was on the books for years they just ADDED a new one. We would be fined as a company if we ran our commercials more than a certain level from normal programing. They companies got lazy and changed the way the commercials were inserted and built and with all the changes in media the past few years they just let things slide. Most politicians didn't think it was an issue with the new technology levelling the volume but to many people don't set it or still have old TV's so it drives consumers nuts. So what happens now if the commercial runs to loud? A fine? What's the process? Who decides if its to loud? How different does it have to be from standard volume of the programing? Is it the network, cable company or advertiser who gets penalized? This works as well as the "DO NOT CALL LIST" it doesn't. It is just a bunch of politicians trying to APPEAR as if they care and are doing something about it. They do a story or two about someone that gets in trouble then it will go away.I'd like to see how this is different than what we already had that they ignored for years.The most effective thing customers did to get the sound lowered is bombard the advertiser with complaints. It normally has them calling the ad agency to "GET IT FIXED"

There is a website set up for reporting, you can report the ad itself or report the station running the ads.
Reporting the station seems to be the best option. Stations know if the ads are too loud you will pick up your remote to mute, if you have the remote in hand you are highly likely to change stations or start surfing and they really don't want you doing that.

I've noticed a change in the ad volume for a couple years. shortly after it was announced they would pass this.
Now, if they can just make tv sports announcers illeagal. Why someone to tell ya what you're watching?

It's not always the individual network insertion of the commercials. There are local, national ,cable vs broadcast etc.. It's to involved for me to explain it all but it's not always the best choice to complain to the network. And amazing as it seems people don't always mute or change the channel. There are reasons they played them loud.People hear them from other rooms and pay attention.As annoying as they are the loud commercials do their job.

I don't think it's that complicated really. It's obvious to us which ads are national and which ones are local and cable/satelite inserted. We all know why ads are louder than the programing.
Still, print articles and TV media reports on the CALM act are recommending to report the station.
Just a few excerpts...
"According to the FCC, all stations and distributors are responsible for complying with the rules"
"Broadcasters, as well as cable providers and satellite operators, will be responsible for ensuring that the decibel level doesn't spike"
"White House states the law "requires the Federal Communications Commission to prescribe a regulation limiting the volume of audio on commercials transmitted by television broadcast stations, cable operators, and other multichannel video programming distributors"
"...requires broadcasters to install technology ensuring that commercials air at a volume no louder than the programs in which they appear"
If you go to the webpage to report, the reporting of just one commercial/ad is pretty time consuming with much effort in recording the offending ad, what station it aired on, what exact time it aired.
Reporting the station is far simplier and everything I've seen so far in print and TV recommends reporting the station, cable satelite company or broadcaster.
