Non VIPs can message with any VIPs, but you can only send pre-written naughty botes to another non-VIP. The chatrooms are open and free to all members.
You can still view photos but as a non-VIP I do beleive there is a limit to how many at a time. (any non-VIPs know the details of how many profiles and photos please step up and speak!)
