Re: ATM's
The ATM machine is the responsibility of the bank? I would seem to me there were have been an overage at the ATM, just like counting a bank draw, unless it gave the next customer you $20.
I'd continue to pursue it with the bank. I mean what is their explanation for not reimbursing you? Other than they don't give a shit.

Re: ATM's
1)File a complaint with the state banking commission.And/or Attorney Generals office
2)Make sure you send your bank a copy of the complaint so they know you are serious.(Of course if you haven't filed a formal complaint with the bank do that as well)
3)You must notify the owner of the machine as well.(This really should have been done immediately but you might have lucked out because you did report it to your bank at least)All ATM's have a contact number on them as well as a serial number to identify the machine. Note the date, time and address of where the transaction was made.Send them a copy of the ATM slip as well.
4)Find out how long the bank and/or other responsible parties, in this case it might not be your bank because they don't own this machine, have by law to resolve the issue.
5)If the time has pasted and nothing has been resolved, you can do several things. You can try to pressuring them by getting local media involved. You can have your local politicians get involved by filing a complaint with their office. You can go to smalls claims court and file a small claims case asking for not just the $20 but expenses, court costs and fees as well.
MAKE SURE YOU KEEP ALL LETTERS AND ENVELOPES. SEND THE LETTERS CERTIFIED RETURN RECEIPT.HOLD ON TO ALL RECEIPTS AND DOCUMENTS. YOU WILL NEED THEM FOR COURT.
By the time they see you are serious they will give you a "Courtesy credit" but you should keep track of all your expenses and tell them now you want the credit to include ALL YOUR COSTS now that "they forced you to go to that extreme".
Most banks don't give a damn if you threaten to close your account these days unless you have a lot of money in the bank. But they hate getting trashed and having formal complaints on their record.
Just as a little side, I would Google to see if that machine or company that owns it has had a record of ripping people off. I bet they do . You could add to the complaint threads you find and you can print it off and show it to the Attorney general, Banking commission and politicians and have them go after the owners with criminal charges or at least fines if it turns out they do have a history of this type of thing.
You also should avoid the private machines if you can. They are notorious for this stuff and the extra fees you wind up paying are crazy anyway.Your banks ATM's offer more security.
YES I would do all this over $20. It's a matter of principal.

Re: ATM's
I had it happen once at a machine on the boadwalk that charged a $10 fee to add the the anger. It didn't state the fee until you got the reciept. Those were the days before they made them post it. These days I almost never use a machine that is not my banks. Most stores take ATM cards these days as payment. If you can do that instead of using the machine at that store it might be safer. Its still a pain if they fuck up but at least you can dispute it with your bank directly. The best is using a card like American Express if you can.
The new laws that just passed will make all this worse. In most places ( NY excluded because they made it againt the law there) merchants will be able to charge you more for using a credit or bank card. However, even the places that have out lawed this have found a loophole. Big shock right! So they say " We are offering a cash discount. We are not charging a fee for credit ." Talk about a game of semantics!

Re: ATM's
I hate banks. Thats why I always go to teller, I am right there, and see it happen. But then again, I do all my stuff in cash, or money order. My left hand, always knows what the right hand is doing. I keep it simple, and when I buy ANYTHING, I lay the green down, get a receipt, its done.

Re: ATM's
......and for the record ,they use concrete to secure them into the walls, don't appear as a dumb rancher did around here and try to rip it from its location when it takes you for twenty Canadian.Although the little screen doesn't stand up well to a boot heel driven by a 195 lb pissed off farmer......The R.C.M.P. don't really have a sense of humour about that sort of thing, and they hate when it takes three of them to arrest you.
