The shedding off of winters clothes. Unless she's naked under a down jacket, it's not very flattering to look like the Michelin Man...  In summer, bellies come out from hiding, along with legs from woollen pants. Showing some skin is always a good thing for being sexy...

Obviously the reduction in clothing, but also the fact that it seems to bring out the flirtatious side of people. With things easier to access (refer to reduced clothing) and more possibilites of locations (due to warm weather) opportunities also increase. Tan bodies, water related activities and alcohol. These among several others, may also contribute! Think summer also tends to take people back to times when they were more carefree and irresponsible as well.
Just my perspective.
