Hot or not?
Just because a woman is beautiful does not necessarily mean that she is sexy. I have seen some very beautiful women who did not do a thing for me. But I have also known some women who maybe did not look like models, but there was a sexuality about them that made them hot as hell.

Same goes for men, no selfish, jerkass dickhead is attractive to me, no matter what he looks like.
It's that inner spark, sense of humor, good social skills.... and all that.
