So, since we've all enjoyed the overly warm winter. I wonder how many places are going to run out of water this summer.

I've wondered about the same thing.
It was a very dry warm winter, did have a bit of snow, but overall...a very dry and warm winter.
I think it's why I love living in an area that usually has extreme season changes, why I love winter as much as summer, it lets me know everything is right, in balance and as it should be.

we have a few counties up here tghat have been declared disasters from how wet it was last year, i didn't see it my self

Here in northern Nevada, we haven't had any sort of precipitation since before Thanksgiving (50+ days the weathermen are saying). The snowpack all over the Sierras is less than 20%, and most places less than 10%, of what they want to have at this point. Lake Tahoe (which supplies a lot of the water for this area) was 3 feet above normal a couple weeks ago, which means that we have plenty of water to supply the streams and rivers. The lack of snowpack means that the water used won't be replenished, though. Every summer they scream dought/shortage, though, so if we don't get some big storms soon, we're gonna be in some serious trouble.
