Nation wide Auto/Vehicle Simulators
Do you feel it would be a good idea to have auto/vehicle simulators in each State to keep the roads safer, even though it would be an expensive State task? If you do agree, at what ages would it be more beneficial to test individuals? I say atleast one to two times for the younger aged (up to age 21 test them every few years) and also for the older individuals (which could be done once every few years after a certain age).

I had a simulator in high school.
You're saying they should use driver simulators for driver testing?
A 14 year old is allowed a limited license here.

Actually, these simulators would be used within the age group of 16-21, and after a certain age of 70-75, where they would be tested every few years. In turn, these government standardize simulator testings would determine if these individuals are still able to drive without jeopardizing any danger on the road to others, and able to follow the rules of the road.

Let me add this on the perspective of children of elderly parents, the children don't have to take this into their own hands, since these simulated tests will determine it.
