mental reservation
As far as I know, mental reservation is the act of NOT saying something, NOT divulging information...it's done to avoid lying, or to avoid being involved in an uncomfortable (at the least) situation.
So..is withholding the truth the same as lying, better than lying, or the same as lying?
(Yep, one of those "ethics" things I'm so fond of!)

Okay, I'll follow this up with one example...
You saw a crime committed, and the police are asking a group or crowd you're in, "Did anyone see anything?"
Would you speak up if you think you saw something, but not sure if speaking up would implicate the right person,
Would you speak up or shut up if you feared repercussions for implicating someone, even if they were just as much of a threat to your community and others, as you feel they are to you?
